Citing circus-like atmosphere, Dave Frank resigns from Montrose City Council — 'When you know you’re on the wrong train, get off'

Dave Frank is no longer on the Montrose City Council. He tendered his resignation Monday, explaining in a brief statement that “recent events have reinforced to me that it is in my best interests to resign from the City Council of Montrose, effective immediately.”

On Tuesday morning, Frank elaborated, explaining that he feels the city council has devolved into a circus-like environment and one in which his attempts to steer things back on the rails were being ignored.

“Recent meetings have shown that the influence that I have and that I’ve been trying to utilize is not being regarded well,” Frank told the Montrose Daily Press.

The former city councilor illustrated his point with a story about a recent trip to Denver during which he mistakenly boarded the wrong train to get to the airport. On that venture, he explained, he waited too long to bail and get on the correct train, eventually finding himself at the end of the line and calling an Uber. He doesn’t want to take that track again.

“The object lesson here is when you know you’re on the wrong train, get off,” Frank said. “Right now, I’m looking at the direction that we’re trying to head and I feel that is the wrong direction for Montrose and I’m getting off the train. I feel that our current city council is headed in a direction that is not in the best interest of the citizens of Montrose.”

It was after 10 p.m. last Tuesday when the Montrose City Council emerged from executive session. But the night would be over soon — and with it, so would City Manager Bill Bell’s long tenure with the city.

The session was at the end of a long agenda, requested by Bell to discuss his employment status and agreement. It comes at the end of a long summer that has simmered with tension between council members and city staff.

City council carried a somber tone as they reconvened public session. Council member J. David Reed appeared stunned with the circumstances, but made the motion to accept a proposal Bell had presented council with during executive session.

“I believe that under the circumstances that what Mr. Bell has proposed is in the best interest of the city, it’s citizens, it’s elected officials, its staff, leaders, all people associated with the city, and in particular Mr. Bell and his family,” Reed managed. “And, so, on that basis I believe it is the appropriate direction for council to accept Mr. Bell’s proposal as proposed.”

For the first time this season, the Montrose football team had to answer the bell. Palisade came out swinging to start the showdown between the Bulldogs and Red Hawks, taking a two-score lead.

But a Cade Saunders touchdown pass to Chazz Miller flipped the script and Montrose rattled off two more touchdowns to give the Red Hawks a 21-12 win on Friday.

“I’ve been telling them all week that [Palisade] is a good football team,” coach Brett Mertens said. “They proved they were and they knocked us right in the teeth.”
